Organization


The Crow's Nest is built to run reliably no matter who is in the watch rotation. Our work is divided among five Directorates that provide governance and oversight, and a set of Functional Offices that carry out the day-to-day programs. Each is named to honor a figure from the history of naval cryptology, the discipline at the heart of NIOC Georgia.

Wenger Directorate of Strategy (WDS)

Named for U.S. Navy Captain Joseph N. Wenger, a pioneer of naval communications intelligence, the Wenger Directorate of Strategy sets the organization's direction, priorities, and culture. It keeps our efforts mission-focused and properly authorized, and it owns the long-range planning, partnerships, and governance that hold the Crow's Nest together.

Rochefort Directorate of Administration (RDA)

Named for U.S. Navy Captain Joseph J. Rochefort, whose codebreaking shaped the outcome at Midway, the Rochefort Directorate of Administration preserves the organization's continuity. It maintains official records, minutes, rosters, and policies, and it manages the documentation and turnover that keep institutional knowledge intact across leadership changes

Dyer Directorate of Compliance (DDC)

Named for U.S. Navy Captain Thomas H. Dyer, a foundational figure in machine cryptanalysis, the Dyer Directorate of Compliance upholds our standards of conduct, safety, and disciplined execution. It tracks our obligations under IRS, Georgia, and Department of Defense requirements, and it applies the practical checks and risk controls that prevent avoidable problems.

Safford Directorate of Finance (SDF)

Named for U.S. Navy Captain Laurance F. Safford, often called the father of U.S. naval cryptology, the Safford Directorate of Finance safeguards the organization's resources. It owns budgeting, accounting, and transparent reporting, and it maintains the financial controls and donor stewardship that protect every dollar entrusted to the Crow's Nest.

Driscoll Directorate of Operations (DDO)

Named for U.S. Navy Captain Agnes M. Driscoll, a legendary cryptanalyst and instructor, the Driscoll Directorate of Operations turns strategy into action. It plans and runs our programs and events, coordinates volunteers and tasking, and ensures each effort is executed with clear roles and dependable follow-through.

Special Initiatives and Programs Office (SIPO)

SIPO develops pilot initiatives and recurring signature programs that address emerging needs and extend our impact beyond routine events. It tests new ideas, measures what works, and scales the successful ones into lasting parts of how the Crow's Nest serves its Sailors.

Professional Development Office (PDO)

PDO builds the workshops, mentorship, and advancement support that help junior Sailors grow in competence and confidence. From study support for advancement exams to guest speakers and leadership sessions, it invests in the long-term success of every member.

Morale and Recreation Development Office (MRDO)

MRDO creates the cookouts, socials, and recreational events that build friendships and a healthy sense of belonging. Consistent opportunities for camaraderie strengthen morale, resilience, and the trust that makes a team perform.

Charitable Community Activities Office (CCAO)

CCAO organizes the charitable drives, donations, and community support events that put our values into practice. It channels the energy of our members toward causes that benefit both the military community and the wider CSRA.

Volunteering and Community Service Office (VCSO)

VCSO finds and coordinates the volunteer projects that connect Sailors to their community, from park and waterway cleanups to support for partner organizations. It schedules opportunities, rallies volunteers, and tracks the service hours our members contribute.
